Meeting can be held anywhere, Deputy Speaker Punjab Assembly

Deputy Speaker Punjab Assembly Sardar Dost Muhammad Mazari while talking to media said that the meeting of the assembly could be held anywhere.

He said that legal experts had suggested that the Chief Minister should be elected immediately today.

Dost Mohammad Mazari said that Punjab Assembly Speaker Chaudhry Pervaiz Elahi and his staff were worried that difficulties would arise for them.

He said that he had exercised his powers in accordance with the constitution and at present the largest province of Pakistan was functioning without a Chief Minister.

Earlier, during the hearing in the Supreme Court, Chief Justice Omar Atabandial was informed that the staff of the Assembly was not allowing the meeting convened by the Deputy Speaker.

Chief Justice Omar Atabandial had remarked that if the system was not cooperating then the constitutional officials could exercise their right.

He said that if the Deputy Speaker wanted, he could convene a meeting of the Assembly at Bagh-e-Jinnah.

However, a spokesman for the Punjab Assembly said in a statement that the deputy speaker was not constitutionally authorized to chair any meeting and if he did so, he would be violating the constitution.

A spokesman for the Punjab Assembly said in a statement that if a no-confidence motion was filed against the deputy speaker, he could not preside over any meeting.

On the other hand, the Punjab Assembly has been sealed with barbed wire and a heavy contingent of police has been deployed outside Amat with sticks and shields. Water Cannon and Rescue 1122 vehicles are also parked outside the Assembly building.

The steps taken to seal the Provincial Assembly have been taken by Deputy Speaker Dost Muhammad Mazari in view of the situation which has arisen after convening a meeting for the election of new Chief Minister at 7.30 am today.

On the other hand, the Assembly spokesperson and PML-Q had denied the assembly session.

Barbed wire has been laid around the Awami House, Bilawal Bhutto

Bilawal Bhutto Zardari, chairman of the Pakistan People Party (PPP), reacted to the sealing of the Punjab Assembly on Twitter, saying, "If it can take 30 seconds to take over, then it should take 30 seconds to make it ineffective."

"Delay in justice is a denial of justice," he said.

Bilawal Bhutto said that after the repeal of the constitution in Islamabad last week, the Deputy Speaker of the Punjab Assembly has been barred from the assembly today when it is voting day for the Chief Minister.

"Barbed wire has been laid around the House," he said.

Earlier, Pakistan Tehreek-e-Insaf (PTI) and Pakistan Muslim League-Q had filed a no-confidence motion against the deputy speaker.

Speaker Chaudhry Pervaiz Elahi had also withdrawn his powers to prevent the Deputy Speaker from meeting regarding the election of a new Chief Minister.

In a notification issued by the Speaker, it was said that in order to stop the previous order and to combine Rule 15 of the Rules of Procedure of the Provincial Assembly of Punjab with 235, I have appointed Pervez Elahi as the Speaker of the Provincial Assembly of Punjab. I will withdraw the powers obtained under section 25, which will be implemented immediately.

On the other hand, PML-N has also filed a no-confidence motion against Speaker Pervez Elahi.

It may be recalled that yesterday the Deputy Speaker of the Punjab Assembly had adjourned the session till April 16 without conducting the election of the Chief Minister.

The orders issued by Deputy Speaker Sardar Dost Mohammad Mazari said that under Rule 25B of the Rules and Procedure of the Provincial Assembly of Punjab 1997, it is ordered that the next session of the 40th session of the Provincial Assembly be held on April 6, 2022 instead. It will be held on Saturday, April 16, 2022 in the Assembly Chambers.

Earlier on April 3, the meeting was adjourned without voting for the election of Punjab Chief Minister due to emergency.

The meeting, chaired by Deputy Speaker Sardar Dost Mohammad Mazari, was attended by members including former Punjab Chief Minister Usman Bazar, Chief Ministerial candidates Chaudhry Pervaiz Elahi and Hamza Shahbaz.

The one point agenda of the meeting of the Punjab Assembly was the election of the Chief Minister.

Earlier in the day, the Punjab Assembly session for the election of Chief Minister was postponed due to commotion.

Election of Chief Minister of Punjab

Following the resignation of former Punjab Chief Minister Usman Bazdar on a no-confidence motion last month, a new Chief Minister is needed for the Provincial Assembly, the PML-Q leader said. Chaudhry Pervaiz Elahi has been nominated while PML-N has nominated Hamza Shahbaz.

Hamza Shahbaz has the support of deviant members of PTI, Jahangir Tareen and Aleem Khan groups, which is why he is expected to advance in the race for the post of Chief Minister.

To be elected Chief Minister, a candidate needs the votes of 186 out of 371 members of the House.

There are 183 members of PTI, 10 members of PML-Q, 165 members of PML-N and 7 members of PPP in the Punjab Assembly.

The decision to win or lose the chief minister's seat depends on the support of Jahangir Tareen, who says he has at least 16 members of the provincial assembly.
