Punjab Governor Omar Sarfraz Cheema has announced to send a reference to the Supreme Judicial Council (SJC) against Justice Jawad Hassan of the Lahore High Court for ruling that the swearing in of Punjab Chief Minister Hamza Shahbaz was "illegal".

Addressing a press conference in Lahore, the Governor Punjab said that the ongoing political crisis in the province is at the forefront, time is short and competition is fierce.

Omar Sarfraz Cheema said that he took the Chief Secretary under pressure and issued a notification and got the Lahore High Court to take unconstitutional decision to take oath through the Speaker National Assembly. Hamza polled 197 votes, including 26 deviant members of the PTI, while Pervez Elahi received no votes because PTI and PML-Q lawmakers thought he had the vote. Giving is not allowed.

Hamza Shahbaz had approached the Lahore High Court on April 21 over the governor's refusal to take oath, which had directed President Arif Alvi to appoint a representative to take oath in the absence of the governor.
However, after the President delayed the execution of the court order, Hamza approached the court for the second time on April 25 and asked the Supreme Court to direct Senate Chairman Sadiq Sanjrani to take oath from him. In his order, Lahore High Court Chief Justice Amir Bhatti had directed Governor Omar Sarfraz Cheema to complete the swearing in of Hamza by April 28.
Hamza Shahbaz Sharif had approached the High Court for the third time on April 29 when the President and the Governor failed to implement the court directions.
The next day, on the instructions of the court, the Speaker of the National Assembly, Raja Pervez Ashraf, finally administered the oath of office to Hamza Shahbaz.
However, just hours before Hamza's swearing-in ceremony, Omar Sarfraz Cheema rejected the resignation of former chief minister Usman Bazdar and restored his cabinet, which later convened a meeting.
During the swearing-in ceremony, Omar Sarfraz Cheema had urged the Chief Justice to take notice of this "bullying" in the Governor's House. He asserted that his confession had been obtained through torture, and that his confession had been obtained through torture.
