دو دن قبل تو صاف کہہ دیا تھا کہ "غدارو بتاٶتم نے میری حکومت گراکر چور کیوں مسلط کئے"۔ گزشتہ شب گیدڑوں کی فوج کا شیر سربراہ اور شیروں کی فوج کا گیدڑ سربراہ والی بات بھی کہہ ڈالی۔ کس کو کیا کہا اس پر فقیر راحموں نے تبصرہ کیا ہے لیکن یہاں لکھنے میں امر مانع ہے۔ ساری باتیں کالم میں لکھنے کے لئے نہیں ہوتیں۔
ان کا کہنا ہے کہ "عوام کی زندگی اجیرن ہے ملکی مفاد اسی میں ہے کہ حکومت سے جلد نجات ملے، میری کال پر عوام کے ساتھ وکلاء کو بھی نکلنا ہے"۔
وزیر داخلہ نے جواباً جو کچھ کہا وہ غیرسنجیدہ ہے۔ سنجیدگی ویسے دونوں جانب نہیں ہے۔ ایک تہائی ملک پانی میں ڈوبا ہوا ہے، چار سوا چار کروڑ لوگ بری طرح متاثر ہوئے ہیں ان حالات میں الیکشن کیسے ہوں گے۔ ساعت بھر کے لئے رکئے، ایک دوست نے ٹیلیفون پر جمعرات کو شائع ہونے والے کالم کے بعض مندرجات پر اعتراض کیا۔
ان کی خدمت میں عرض ہے کہ فرانسیسی سفیر کی ملک بدری کے مطالبہ کے جواب میں خان صاحب کی تقریر تلاش کرکے سن لیجئے۔ تب ہی نہیں اب بھی اور ہمیشہ یہی رائے رہے گی کہ ممالک کے درمیان تعلقات عقیدوں کے جذبات پر نہیں بلکہ باہمی مفادات پر استوار ہوتے ہیں۔ کسی بھی حکومت کو کسی معاملے کی طرف متوجہ کرنا ہو تو اس کے لئے طے شدہ طریقہ کار موجود ہے۔
دوسری بات یہ ہے کہ گزشتہ چند برسوں کے دوران جب بھی عمران خان کے خلاف کسی نے مذہبی کارڈ کھیلا تو تحریر نویس نے ان سطور میں دو ٹوک موقف اپنایا۔ ان کے نانا احمد حسن خان کے جالندھر کی ایک مسجد والے معاملے میں بھی دوستوں سے اختلاف کیا تھا۔
وجہ یہی ہے کہ سیاست میں کسی شخص کے عقیدے پر سوال اٹھانا یا بنا ثبوت الزام لگادینا صریحاً غلط ہے۔ اسی طرح خان جب مذہبی اصطلاحات استعمال کرتا ہے تو بھی ان سطور میں عرض کئے دیتا ہوں کہ یہ نامناسب بات ہے۔
لیکن کیا کیجے "بدقسمتی سے مطالعہ پاکستان کا ڈسا ہوا پانی نہیں مانگتا"۔ ہمارے یہاں یہی صورت ہے۔ خان نے جس سفارتی مراسلے پر سازش کا بیانیہ بنایا اس پر بہت بات ہوچکی ان کی تقاریر دھمکیوں اور ترلوں کا نرالہ شاہکار ہیں۔
ایک سانس میں کہتے ہیں" اندرونی غدارو جواب دو چوروں کو کیوں مسلط کیا دوسرے سانس میں فرماتے ہیں اب بھی غلطی کا احساس ہوگیا ہو تو غلطی سدھارلو "۔ یعنی اگر وہ خان کو دوبارہ اقتدار میں لاتے ہیں تو غدار نہیں رہیں گے؟
پاکستان چوروں کے چنگل میں ہے۔ ان کے پونے چار برسوں کے دور میں وزراء اور دیگر کی جو چوریاں سامنے آئیں ان پر کیا کارروائی ہوئی۔ انہوں نے ادویات سکینڈل کے سامنے آنے پر وزیر صحت کو ہٹایا پھر اسے پارٹی میں بڑا عہدہ دے دیا۔ یہ ایک مثال ہے۔ بہت ادب سے یہ پوچھا جاسکتاہے کہ ثاقب نثار کی عدالت نے جو سہولت ان کی ہمشیرہ کو دی کیا وہ سہولت ان کے مخالفین کو بھی دی گئی؟
بہرطور اب وہ تحریک چلانے کے موڈ میں ہیں اچھی بات ہے پہلی بار اپنے برتے پر سڑکوں پر آئیں گے۔ اب کہیں سے وزیر داخلہ کو فون پر حکم نہیں ملے گا کہ لانگ مارچ یا احتجاجی جلوس کو روکنے کی بجائے ڈی چوک جانے دیا جائے۔ اپنے پروگرام کے مطابق اب اگر وہ پھر سے دھرنے کی طرف جاتے ہیں تو انہیں ایمپائر کی انگلی اٹھنے کا انتظار نہیں کرنا پڑے گا نہ ہی وہ کسی خطاب میں یہ کہیں گے کہ میں آرمی چیف ہاٶس جارہا ہوں واپسی پر خوش خبری سنائوں گا۔
سیاست ان کاحق ہے، احتجاجی تحریک بھی۔ " کاندھوں" کے بغیر دونوں تجربے کیسے رہیں گے یہ آنے والا وقت بتائے گا۔ چند دن ادھر ایک دوست ناراض ہوئے کہ الیکشن مینجمنٹ کہہ کر آپ ہمارے ووٹ کی توہین کررہے ہیں۔ اس میں توہین والی بات ہی نہیں اس ملک میں آزادانہ الیکشن ہوئے کب؟
بعض دوست احباب اور تاریخ دان کہتے ہیں 1970ء کے عام انتخابات آزادانہ تھے۔ کیسے آزادانہ انتخابات تھے امریکہ جماعت اسلامی کو چندہ دے رہا تھا۔ کنونشن لیگ کے منجمد بینک اکاٶنٹس میں سے صدارتی حکم پر رقم قیوم لیگ کو فراہم کی گئی۔ مشرقی اور مغربی پاکستان میں ریاست نے پوری کوشش کی کہ مرضی کے نتائج حاصل کرسکے۔ جماعت اسلامی، قیوم لیگ، نظام اسلام پارٹی اور چند چھوٹے گروپ ریاست کے محبوب تھے۔ این پی ٹی کے سرکاری اخبارات کے علاوہ مجاوران نظریہ پاکستان اخبار کی سرخیاں ہوتی تھیں۔
جماعت اسلامی ملک کی سب سے بڑی پارلیمانی پارٹی بننے جارہی ہے۔ تجزیہ کاروں نے پنجاب سے قومی اسمبلی کی ایک نشست بھی پیپلزپارٹی کو نہ دی بلکہ ایک اخبار کی سرخی تھی "بھٹو شکست کے خوف سے لاڑکانہ میں قید ہوگئے"۔
1970ء کے عام انتخابات میں مارشل لاء حکومت نے پوری کوشش کی مرضی کے نتائج حاصل کرلے ان کوششوں کا تھوڑا بہت ثمر ضرور ملا یہی وہ نکتہ ہے جو یہ عرض کرنے کا حق دیتا ہے کہ 70ء کے انتخابات بھی آزادانہ نہیں تھے۔
جنرل ضیاء والے غیرجماعتی انتخابات کو ایک طرف اٹھارکھئے یہ وہ الیکشن کم اور سلیکشن زیادہ تھے۔ باقی کے تمام انتخابات کے ریکارڈز اور ان پر تحفظات و سوالات کا تجزیہ کیجئے وہ کتنے آزاد تھے۔
اسی طرح خان صاحب کے لئے بھی 2018ء میں الیکشن مینجمنٹ ہوئی سرکاری فونوں پر پارٹیاں بدلوانا بھی مینجمنٹ کا ہی حصہ تھا۔ خان صاحب کو اتحادی کس نے دیئے؟ وہ تو خود یہ اعتراف کرچکے ہیں کہ بجٹ اور قانون سازی کے مراحل میں ایجنسیوں کی منتیں کرنا پڑتی تھیں کہ مدد کرو۔ اپنے پیروں پر اقتدار لیا ہوتا تو ایجنسیوں کی منتیں نہ کرنا پڑتیں۔
معاف کیجئے گا سکیورٹی سٹیٹ میں مینجمنٹ ہوتی ہے کیونکہ سکیورٹی سٹیٹ کو کامل عوامی جمہوریت وارے میں نہیں ہوتی۔ دو پارٹی نظام میں تیسری قوت کا ہونا انہونی ہرگز نہیں لیکن جب بڑی خفیہ ایجنسیوں کے سابق سربراہان خود قبول کررہے ہوں کہ تحریک انصاف ہماری پارٹی تھی اور ہے۔ تو یہ تیسری قوت کے جمہوری تصور کی نفی ہے۔
عمران خان احتجاجی تحریک چلانے کا جمہوری حق رکھتے ہیں وفاقی حکومت پرامن احتجاجی تحریک کی راہ میں روڑے نہ اٹکائے۔ بہتر ہوگا کہ خان صاحب احتجاجی تحریک کے آغاز سے قبل 2018ء کی الیکشن مینجمنٹ کا حصہ بننے، ایجنسیوں کے کہنے پر مخالفین کے خلاف الزام تراشی کرنے اور نفرت بھری سماجی تقسیم پر معذرت کرکے آگے بڑھیں۔
اسی طرح انہیں الزامات کی جگالی سے عبارت تقاریر کی بجائے یہ بھی بتانا چاہیے کہ ان کے پونے چاربرسوں پر پھیلے دور میں عوام کو کیا ملا؟ ان کی وہ کون سی پالیسیاں تھیں جن سے لوگوں کا معیار زندگی بہتر ہونا شروع ہوا تھا۔
یقیناً ان کی شخصیت اور تقاریر کے سحر اور ایجنسیوں کے کرائے پروپیگنڈے کا شکار لوگ ان کا ساتھ دیں گے بالفرض اگر 2018ء میں انہیں ڈالے گئے ووٹوں کو مینجمنٹ سے محفوظ مان لیا جائے تو کیا وہ ان ووٹروں کے تعاون سے انقلاب برپا کرسکتے ہیں۔ یہاں ایک بات باردیگر ان کی خدمت میں رکھنا ضروری ہے ملک کا ایک تہائی حصہ سیلاب بُرد ہے چار سوا چار کروڑ لوگ دربدر ہیں ان حالات میں احتجاجی تحریک اور الیکشن دونوں کا فائدہ کیا ہوگا؟
بہرحال ان کی سیاست اب تک تو ڈاکوئوں کو مسیحا بناکر پیش کرنے اور سیاستدانوں کو چور چور کہنے سے ہی عبارت رہی ہے۔ اب کچھ الزام ان پر بھی ہیں کچھ اہلخانہ اور بعض ساتھیوں پر بھی تو یقیناً دوسری طرف سے بھی پھول تو نہیں برسائے جائیں گے ان پر۔
اسی طرح خیبر پختونخوا میں مسلح جتھوں کی سرگرمیاں اور بھتہ وصولیوں کی خبریں بھی بعض سوالات کی صورت میں ان کی تحریک کا تعاقب کریں گی کیونکہ ان کے مخالفین کہتے ہیں کہ بھتہ خوری اور مسلح جتھوں کی سرگرمیاں دونوں پی ٹی آئی کی حکمت عملی کا حصہ ہیں۔
ضروری نہیں اس الزام سے اتفاق کیا جائے لیکن الزام موجود ہو تو جواب دیا جانا چاہیے جس طرح وہ دوسروں سے جواب مانگتے ہیں۔
